City of Orono <br />4) Administrative Training. GeoAnaly tics will teach select Govern Software user <br />staff how to make simple modifications to the software, adjust user's rights, <br />access to different functions, and make simplistic changes to the rule base <br />driving each development process. <br />5) User Training I. The first user training session will inform City staff about the <br />implementation process utilized and how to create new permits, approvals, <br />calculating fees and scheduling inspections. <br />ii) Estimated Time Line - Three weeks <br />2. PHASE 2: Planning and Land Management Implementation <br />With Phase 1 complete, the City will be able to issue permits and log inspections. After January 1, <br />2000, the second phase of the project will begin. This phase will include implementing Govern <br />Software complaint, offense, licensing, hearing and tracking functions. The deadline for Phase 2 is <br />March 1,2000. <br />a) Task 1: Needs Assessment and Requirements Analysis <br />GeoAnalytics will begin this phase similar to Phase 1 by performing a needs assessment and <br />requirements analysis. The objective in this phase will be to assist the City in describing, quantifying <br />and organizing the work flow processes and business rules related to the City's complaints, <br />offenses, licensing, hearings, tracking zoning applications and related land management functions. <br />i) Activities <br />1. Data Collection. City staff will collect existing input forms, documentation of <br />processes, system reports and paperwork for all currently tracked complaints, <br />offenses, licenses and zoning applications and approvals managed by the City <br />and provide them to GeoAnalytics. <br />2. Work Flow. City staff from the Clerk's Office and GeoAnalytics staff will meet to <br />discuss decision processes for sample complaints, offenses, and licenses. City staff <br />will be responsible for identifying the work flow for all remaining types. These <br />processes should be illustrated as flow charts highlighting decision points, <br />responsible parties and milestones. Examples will be provided. <br />3. LOGIS Data Assessment and Conversion Plan. City staff and GeoAnalytics staff <br />will assess which legacy database tables within LOGIS should be uploaded into <br />Govern Software. This analysis will consider legac>' permits, licensing, complaints <br />and other relevant data. GeoAnalytics will develop a simple and straightforward <br />data conversion plan. The data conversion plan will identify common fields in <br />relevant LOGIS database files and the Microsoft Access data conversion table <br />provided by Govern Software. City staff populate the Access database file with <br />the identified LOGIS database tables by following the data conversion plan.< <br />GeoAnalytics will perform the upload of data from the Access database to Govern <br />Software's database. <br />4. Reporting Needs. City staff and GeoAnalytics will review, itemize and prioritize <br />needed reports.
