Proposal for Product Sales and Professional Services
and rule base for issuance of permits, inspections and approvals as determmed during the needs
assessment and requirements analysis of Task 1.
i) Activities
1. Database Design. GeoAnalytics will analyze any additions and/or modifications
that may be necessary to Govern Software's database model to accommodate the
needs expressed by the City. Once defined, the database will be modified via
Govern Software's administrative module. These changes will take place in an
Access database and will later be uploaded to Oracle on the City's server.
2. Application Desien. GeoAnalytics will design the permits, approvals and
inspection types and activities as detailed in the requirements activity in the first
task of this phase. It is anticipated that this information w-ill require modifications
and enhancements once implementation has begun and City staff complete
training.
3. Application Prototype Development. With application design completed,
GeoAnalytics will input the work flow processes into Govern Software, modify
the forms and menus to meet application design specifications and prepare the
database for initial installation and user training.
it) Estimated Time Line - Two Weeks
c) Task 3: Application Installation, Data Conversion and Training
Upon completion of the prototype during system design, the City will need to begin working with
it. This task consists of installing Govern Software on the City Hall server and appropriate desktop
client computers, installing the database created during Task 2 on the Novell server, data
conversion and user training.
i) Activities
1) Install Govern Software . GeoAnalytics will install the server component of
Govern Softw-are on the City Hall Novell server and perform client installations
on targeted computers throughout the City.
2) Install Oracle Database . GeoAnalytics w’ill install the Access database created
during Task 2 of this phase. When Oracle is installed and running on the City
server, the Access database will be uploaded to Oracle. However, it is common
to first test the prototype directly w’ithin Access.
3) Data Conversion from LOGlffl. The Needs Assessment and Requirements
Analysis task will result in an assessment of the address and contractor's names
data within LOGIS and a data conversion plan. GeoAnalytics will provide the
City with a Microsoft Access database. To save money, GeoAnalytics suggests
City staff populate the Access database file with the identified LOGIS database
tables by following the data conversion plan. If the City prefers that
GeoAnalytics complete this task, some adjustments to the proposal may be
necessary. GeoAnalytics will perform the upload of data from the Access
database to Govern Software's database.
’ LOGIS is an Association of Local Government Information System that provides land management
applications to local government for permitting, licensing, complaints and related functions.
Page 7
