City of Orono <br />more comprehensive method for tracking permits, inspections and licenses, and provide all <br />necessary staff with easy access to all information pertinent to the application, approval, <br />enforcement and maintenance processes. <br />The City has expressed interest in other Govern Software capabilities regarding tracking complaints, <br />offenses, hearings and development approvals. However, these aspects of Govern Software are not <br />viewed as mission critical and have therefore been pushed to the second phase of the project. <br />Finally, the City has also expressed interest in the implementation of a basic geographic information <br />system (GIS) as an extension to the land management information tool. Implementing a simple GIS <br />solution will allow the City to leverage currently available data, visualize permi^ inspection and <br />license data housed in Govern Software within a context of parcel data as well as use simple GIS <br />techruques to assist in strategic planiung and forecasting of development trends within the City. To <br />meet this objective, GeoAnalytics suggests that the City consider the installation of Environmental <br />Systems Research Institute's (ESRI) ArcView software. The utilization of this GIS technology in <br />relation to Govern Software will be discussed within the third phase of the project. <br />A key issue of this implementation is the City's desire to have a new permitting and inspection <br />solution up and running by January 1,2000. Because of this deadline and the peripheral interests in <br />advanced Govern Software capabilities and GIS cormection, GeoAnalytics recommends a phased <br />approach to Govern Software implementation. A phased approach will allow the City to issue <br />permits and inspections against their existing address data within the proposed Govern Software by <br />the January 1*' deadline, as well as have a road map for the implementation of additional Govern <br />Software/GIS capabilities in the coming months. <br />Throughout the phased project, GeoAnalytics proposes to provide technical assistance in five areas: <br />1) assist the City in identifying its current work flow processes and business; <br />2) identify all pertinent permits, inspections, licenses, complaints, offenses and hearings; <br />3) assist the City in structuring available parcel data so that it may be used in conjunction with <br />Govern Software for visualization and strategic planiung purposes; <br />4) install Govern Software on the City's server and 5 client machines and desktop GIS <br />software on two client machines; <br />A project team approach will be utilized throughout the project. This project team will be made up <br />of selected City and GeoAnalytics staff. A team approach will assure the maximum input from City <br />staff into the implementation process, reinforce the enterprise-wide nature of the Govern Software <br />installation and ensure that proper consensus is reached between all affected parties. <br />C. P roject Goals ________________________________________ <br />Goal 1: Improve the Land Development Process <br />GeoAnalytics seeks to assist the City in implementing Govern software to manage their permitting, <br />inspection, licensure and complaint tracking obligations. As Govern Software is implemented in <br />phases, different aspects of the development process can be automated, streamlined and integrated <br />into the overall process. <br />Page 4
