Proposal for Product Sales and Professional Services <br />Goal 2: Implement GIS Technology <br />The City has expressed a need to implement GIS technology in conjunction with Govern Software <br />and has already made significant steps towards the implementation of a City GIS in its existing <br />contract with the local consulting firm of Bonestroo, Rosene, Anderlik and Associates, to build GIS <br />basemap and planimetric data. An investment in GIS technology is a natural extension to the land <br />management system, and represents a further step in the modernization of the City's ability to <br />provide better and more coordinated information to decision-makers. <br />D. Proposed Scope of Work and Estimated Timeline_____________ <br />GeoAnalytics uses a project management system to monitor, control, track and manage its projects. <br />This system involves procedures, data, technology, and management to ensure the successful and <br />timely completion of firm projects. This system enables firm management and clients to have access <br />to a wide range of information, including financial status, resource tracking and allocation, and <br />project status. <br />One critical feature of this system is the need for a consistent set of descriptions for various project <br />dimensions. This scope of work adopts these descriptions and for the purposes of this proposal, a <br />"Phase" is the highest level component of a project. A Phase is a collective set of related tasks that, <br />typically, result in a set of deliverables. It does not necessarily connote a time dimension, although <br />Phases often occur in sequence. Phases may overlap and some Phases, such as project management, <br />may occur throughout the entire duration of a project. A "Task" is the next highest sub-component <br />of a Phase. A Task may be a single activity or a collection of activities that result in a specific <br />deliverable. "Subtasks" are the next level of activities. Subtasks may be a step or a series of steps. <br />The following is a description of all proposed professional services to accompany the <br />implementation of the Govern Software Land Management solution within the City. <br />E. Project Phase O verview _________________________________ <br />As expressed by the City, the deployment of Govern’s Land Management Software will be a phased <br />deployment covering a period of eight months. The deployment includes the installation and <br />implementation of the property control and land management modules, as well as the <br />implementation of a simple GIS software package that will integrate with Govern Software to allow <br />for data visualization in map form. This implementation approach is beneficial in providing <br />sufficient time for GeoAnalytics and the client to thoroughly examine business functions and <br />practices as they relate to each task in the respective phases. Because of the phased nature of the <br />project, some tasks may be repeated behveen phases. Wherever possible, this will be eliminated to <br />reduce redundancy and expedite implementation. <br />1. PHASE 1: Property Control Implementation <br />As requested by the City, GeoAnalytics will begin implementation of the land management <br />information solution by implementing the Property Control module and standard permitting, <br />inspections and approvals. Propert)' Control is the foundational Govern Sofhvare module <br />establishing names, addresses and owners of property based land records. <br />a) Task 1: Needs Assessment and Requirements Analysis <br />GeoAnalytics will begin this phase by performing a needs assessment and requirements analysis to <br />assist the Citv’ in describing, quantifying and organizing the work flow processes and business rules <br />Pages
