L MEETING1 1 1999
f^ORONO
Mrtst:
1 66
Bay. MN 55323-0066
oct n t WWW
CITY OF ORONO
October 11, 1999
on project
in. Anew
reject will
motorists
3rono and
)roject.
To; Mayor Gabriel Jab^ur and City Council Members
From: Greg Gappa
Subject; Schedule for Stubbs Bay Road Cul-de-Sac Project.
The contract for this project was awarded at the last Council meeting. The preconstruction meeting
with the contractor was held Friday, October 1 1th. The proposed schedule for this project is for
installation of advance warning signs Tuesday, October 12th. These signs will state that Wednesday,
October 20th the Highway 12 intersection will be closed. On October 20th, barricades will be
installed closing the intersection. At this time, the striping changes on highway 12 will also be
made. Construction of the cul-de-sac will begin after installation of the barricades. A crushed rock
surface cul-de-sac will be constructed this fall.
The reclaiming and paving of Stubbs Bay Road, north of Watertown Road, will be completed early
next summer with a final completion date of June 15, 2000. Because of the late time in the
construction season, we have decided that the most prudent schedule would to wait until next year
to complete the reclaiming and paving. We are concerned that if this work is started now, and the
weather turns bad the project may not get completed this fall. It would be a major problem to have
a reclaimed road, without pavement, throughout the winter. This would be a continual maintenance
problem and could result in damage to road base.
Another factor is that construction of the new road for the Jacobs Mill subdivision is planned for this
fall. Hauling in the crushed rock materials, for the subdivision road, during the reclamation project
could result in damage to Stubbs Bay Road. The best method would be for completion of the
subdivision road work this fall. Stubbs Bay Road can then be reclaimed and paved next summer after
the heavy truck hauling has been completed.
