« • <br />Bluff Impact Zone <br />A bluff spans the entire lakeshore of the property. Structures are required to meet a 30’ top of bluff <br />setback. This setback has the greatest impact on proposed Lot 3. Permanent erosion control <br />measures shall be in place should the paved walk to Lake Minnetonka be removed. If the property <br />owners intend to regrade as a result of hardcover removal they are required to apply to the City for <br />a Conditional Use Permit. <br />Easements <br />Standard drainage and utility easements along the property lines shall be dedicated on the final plat <br />10' along the street property line and 5' along interior lot lines. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor following preliminary approval, will be <br />required for Park Dedication Fee. <br />Drainage <br />The City Engineer has stated in his comments dated August 9,1999, the draft version of the City’s <br />Comprehensive Storm Water Management Plan shows that the site lies within the Stubbs Bay <br />drainage district. The site drains to the south and the north from the high point on Lot 2. All <br />ultimately reach North Arm. The bluff area along the lake and the existing topography of the site <br />will ponding difiicult. At a minimum we would recommend creating a vegetated buffer strip <br />along the top of the bluff to provide some water quality benefits. Final plans should be submitted <br />to the Minnehaha Creek Watershed District for their review. <br />Staff has submitted the preliminary plans to the Watershed District however the District has not <br />completed their review as of the date of this report. <br />IssuM for discussion <br />1. <br />2. <br />The property is developed as a single residential site with a tennis court, driveway and paved <br />walk to the lake. The applicant has stated his intention to remove all structures and <br />hardcover prior to final plat approval. The City Engineer has indicated erosion control <br />measures shall be in place immediately following removal of hardcover on the property. <br />All three lots have demonstrated they do meet the zoning district requirements and appear <br />to demonstrate suitable building sites within required setbacks.
