Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Engineer’s Report <br />Item Description: No Parking Signs on Shadywood Road North of Narrows Bridge <br />Introduction <br />This issue was previously discussed at the June 28th Council meeting, and the Council passed a <br />resolution to install "No Parking" signs along Shadywood Road north of the Narrows channel <br />Bridge. Since Hennepin County installed the signs, we have received several letters from owners <br />of Pheasant Lawn Dock Lots with concerns about the impact of no parking restrictions on their <br />lots. At the August 23rd Council meeting, staff was directed to notify the area residents and bring <br />this issue to the Council for additional consideration. <br />Summary of Issue <br />Attached you will find a letter from a resident on Shadywood Road, north of the Lake Minnetonka <br />Narrows Bridge, requesting the installation of "No Parking" signs. Cars parking along the wide <br />shoulder in this area are creating a traffic safety hazard. Residents have also stated that most of <br />the problems are from users of the Pheasant Lawn Joint Dock complex as dock users are parking <br />along County Road 19. The dock lots are 20 wide lakeshore lots, without a house, that contain <br />a dock. These lots were originally created in the 1950’s. <br />The dock lots are non-conforming to current City zoning regulations that prohibit accessory <br />structures on lots that do not contain a principal structure. These lots were created in the 1950's. <br />Over the years there have been many discussions concerning these dock lots. In the early 1980’s, <br />the Council went through a process to formalize the existence of these dock lots by issuing <br />Conditional Use Permits. I have attached a resolution for one of these lots for your review. The <br />resolutions provided one parking spot per dock on small lots between the dock lots and the County <br />Highway. The access to these parking areas is difficult and there is limited room for moving past <br />parked cars. Because of the limited off road parking, the dock lot owners have been parking <br />along Shadywood Road. There is only one parking space available per dock, with the extra cars <br />parking along the highway. Over the past several years this has become a problem, as more cars <br />from the dock users are parking along County Road 19.
