We reviewed this situation and agreed that there are safety concerns with vehicles parked along <br />the road, I have attached a copy of the letter received describing the safety concerns. The main <br />problem is that the residents of the area use the shoulder of the road as a deceleration lane when <br />they enter their driveways. Without being able to use the shoulder as a decelj ration lane, the <br />turning vehicles slow down on the highway causing a safety concern as other veh' les attempt to <br />pass the turning vehicles. This is a problem because of the limited sight distance for vehicles <br />crossing the Narrows Channel bridge. <br />Previous Council Action <br />The previous staff recommendation was for the installation of No Parking signs for the entire wide <br />shoulder area of north of the bridge. This was a conservative approach to provide for increased <br />traffic safety. The Orono Police Chief supported the installation of No Parking signs in this area. <br />This issue was discussed with Hennepin County The County also recognized that a safety hazard <br />exists and would install "No Parking" signs if requested by the City. A copy of the resolution <br />approved by the Council on June 28th is attached. <br />Options for Council Consideration <br />The first option is for the Council to not take any action and the previous resolution ordering the <br />installation of No Parking signs in the entire wide shoulder area north of the Narrows Channel <br />bride will remain in effect. <br />We have studied this issue further and developed a modified No Parking scenario for Council <br />consideration. The first solution to post the entire wide shoulder area for No Parking was a <br />conservative approach. This revised proposal would still keep No Parking restrictions inplace for <br />I the entire northbound side of Shadywood Road. This is necessary to provide a deceleration lane <br />for vehicles entering the driveways along this side of Shadywood Road. <br />On the southbound side, the beginning of the No Parking area could be moved 100 feet south to <br />( provide space for parking of five cars in the dock lot area. This would provide 120 feet of space <br />to used as a deceleration lane for vehicles turning into the driveway. This should provide adequate <br />stopping distance for a vehicle speed of 30 mph when entering the deceleration lane. <br />The attached map also shows the MNDOT recommended "Stopping Sight Distance" (SSD) <br />required. This is the distance required for driver traveling at a certain speed to recognize a hazard <br />in the road and safely stop the vehicle. The SSD contains two components - the distance the <br />vehicle travels during the drivers perception and reaction time, and the braking distance required <br />to safely stop the vehicle. Based on the results of many studies, 2.5 seconds is used for the driver ’s <br />perception/reaction time between when a hazard is spotted and the brakes are applied. The speed <br />limit is 40 mph. At 40 mph the recommended SSD is 315 feet. Also shown is the SSD for 50 mph <br />to account for vehicles that may be exceeding the posted speed limit. The site distance for vehicles <br />coming over the bridge is limited, which provides insufficient time for traffic to react to vehicles <br />attempting to pass turning vehicles.
