INC.@002 <br />INTRODUCTION <br />PROJECT UNDERSTANDING <br />The City of Orono is seeking phased park planning and design services for tlie redevelopment of the Navarre <br />playground and municipal parking area. <br />Description: <br />Navarre Park/Playground: <br />by scattered deciduous trees of various species, sizes and conditions. The park mcludes <br />and play equipment located on the high ground ten or more feet above Lyric Avenue. This is ^^ <br />serving a concLtration of small lot single family homes in the area surrounding the Navarre business district. <br />Navarre Municipal Parking Lot: <br />The existing municipal parking lot provides parking and loading access for the ^ <br />northwest quadrant of County Roads 19 and 15. It also provides parking for the park located to Ae <br />Lyric Avenue. The parking area is in need of resurfacing and redesign to pro%ude a more P ® <br />layout and safer and more efficient vehicular and pedestrian circulation. Outdoor storage. <br />landscaping, lighting and the potential for alternative uses should also be addressed during the redevelopment <br />of this parking area. <br />Objectives: <br />The following are the objectives currently identified for this project. <br />Navorre Park/Plcrv^ound: <br />Redevelop the park to serve as a focal entrance feature for the Navarre District of Orono, as well as to <br />meet the recreational needs of the surrounding small lot residential area. <br />Create a town square utilizing a historic fountain, planting beds and an interpretive kiosk. <br />Provide adequate parking and improve pedestrian access to and from the park. <br />Provide ADA compliant trail connections to and from the park and park facilities. <br />Provide adequate security, screening and buffering along the common boundaries witli the existing <br />single family lots and the major roads.. <br />Upgrade the park facilities and equipment to meet current ADA and safety standards. <br />Develop a sustainable design that will reduce the long tenn maintenance of the piuk grounds and <br />facilities. <br />dahlgres . shardlow . and uban . n'C.Post / <br />i
