Gappa <br />Title Director of Public Services <br />Administrator Reviewed: <br />/ <br />Asenda Section: <br />Engineer’s Report <br />Item Description: Schedule Public Hearing for Fox Ridge Sewer Project <br />The Fox Ridge neighborhood adjacent to Brown Road South was included in the recent MUSA <br />expansions for sewer hot spots. We have had a neighborhood meeting with the project area <br />residents to discuss this project. Two options were presented to the residents. A gravity sewer <br />option with a municipal lift station at an estimated per unit cost of $33,800. The other option <br />presented was a pressure system in which each property would own and operate their own <br />residential grinder station. The estimated unit cost for this option is $21,100 which includes a <br />$4,500 allowance for residents to purchase their own grinder station. <br />We have discussed this project with the City of Long Lake staff and Metro Council <br />Environmental Services staff. The most cost effective solution is to pump the waste water north <br />along Brown Road to the Long Lake sewer system at the Brown RoadAVatertown Road <br />intersection. Both Long Lake and MCES staff are agreeable with this option. This project is <br />planned for year 2000 construction and could be completed under one contract with the Webber <br />Hills project. Project surveying and design can be completed this year for a winter 2000 bid <br />opening and assessment hearing. <br />\ . <br />The project area residents have sifbmitted a petition requesting that the City move forward with <br />this project. There are also several residents along Brown Road north of the project that will be <br />adjacent to the new force main that have expressed an interest in obtaining sewer. These <br />properties are not in the MUSA. The current City policy is to allow use of the 50 additional <br />sewer units if the following three criteria are met: <br />1. Existing residential development. <br />2. Non-conforming septic system. <br />3. No replacement septic sites available. <br />Our recommendation is for Council approval of the attached resolutions ordering the preparation <br />and acceptance of the feasibility study and scheduling a public hearing at the regularly scheduled <br />Council meeting on July 12th. <br />COUNCIL ACTION REQUESTED: <br />Approval of resolution ordering preparation of a feasibility report for the installation of municipal <br />sanitary sewer to serve the Fox Ridge area. <br />Approval of resolution receiving report and calling hearing on the Fox Ridge area sanitary sewer <br />improvement.
