3.The Planning Commission reviewed this application on April 19, 1999 and <br />recommended approval on a vote of 4-1. <br />4. The Planning Commission made the following findings of fact: <br />A. The location of the proposed caretaker/guest house and the size of the <br />property would allow a ftiture subdivision of the property to place the <br />caretaker/guest house on a fully conforming lot, although that is neither <br />proposed nor intended at this time. <br />B. The caretaker/guest house will be used for the sole use of the employees, <br />members and non-paying guests of Spring Hill Golf Club. <br />C. The caretaker house aspect of the request provides a measure of security for <br />the Club property by potentially housing an overnight person who is <br />responsible for the site. <br />D. Resolution No. 3902 should be amended to allow the farmhouse and its <br />associated detached garage and adjacent shed to remain on the Club <br />property in their current locations. <br />E. The proposed use, whether it be for a caretaker or for members and non <br />paying guests of the Club, will have no negative impacts on the surrounding <br />neighborhood, and the small size of the building inherently limits the <br />use as a residential dwelling unit to a level that is not inconsistent with the <br />City's overall CUP approval for the Club. <br />5. The City Council finds that granting a conditional use permit to allow the existing <br />farmhouse to be used as a caretaker house/guest house will not be detrimental to <br />'he health, safety or general welfare of the public, would not adversely affect light, <br />air nor pose a fire hazard or other danger to neighboring properties, nor will its <br />use depreciate surrounding property values and that the proposed level of use of <br />the property will be in keeping with the intent and objectives of the Zoning Code <br />and Comprehensive Plan of the City. <br />Page 2 of 4
