I Transfers Out Council approved a transfer of $33,338 on 7/27/98 to the Improvement and Equipment Outlay Fund for die purchase and installation of two emergency warning sirens. Special Revenue Funds Budget Amendments The 1998 expenditures in the Special Revenue Funds, i.e. Park Fund, Improvement and Equipment Outlay Fund, Building Outlay Fund, and Drug/Felony Forfeiture Fund, include expenditure items that were approved by the Council but were not formally reflected in amendments to the budget. The City's auditor recommends formal budget amendments for these items be approved by the City Council. There are amendments necessary to the revenue budgets of the Improvement and Equipment Outlay Fund and the Drug/Felony Forfeiture Fund. The Improvement and Equipment Outlay Fund transfers in from the General Fund was approved by Council 7/27/98, in the amount of $33,338 and is for funding the two emergency sirens. The Drug/Felony Forfeiture had no revenue or expenditures budgeted for 1998, as the amount ('‘‘either is subject to wide fluctuation. Revenues from the sale of forfeited property and c jurt fines totaled $4,460, which are detailed in the revenue budget amendments.
