Date of Application; 2/17/99 <br />Date Complete: 2/17/99 <br />60 day limit: 4/17/99 <br />Parking Lot Lighting: <br />The City Council needs to review the lighting plan and discuss the allowed height for the lighting <br />standards, the cutoff angle and the amount of illumination measured in footcandles. Glare and <br />light trespass are to be minimized and no uplight shall be produced. The applicant needs to <br />provide a lighting plan that complies with the City's Council direction. <br />Walkway Lighting <br />The applicant has provided a lighting plan to illuminate the pedestrian paths around the bus <br />staging area and the east side of the school and the drop-off area. The height of the light standard <br />and the allowed cut-off angle and footcandles need to be discussed by the City Council and further <br />clarified on the lighting plan. <br />Landscaping Plan <br />The City's landscape architect, Wally Case of DSU, has reviewed the landscaping plan. His <br />recommendations are incorporated in the approval resolution with the areas to be landscaped and <br />the type and quantity of trees identified. He also recommends plantings in parking islands to <br />reduce the visual impact of the parking areas. The applicant shall provide a Master Landscape <br />Plan for the school campus with a planting schedule that can be phased over several years. The <br />landscape plan should provide both overstory and understory trees that have a variety of colors <br />to provide seasonal interest. The landscaping plan should visually connect the schools building <br />and campus. <br />Pedestrian Traffic <br />The City Engineer and Public Services Director recommend that pedestrian traffic be limited to <br />the south driveway curb cut access point for best visibility and safety concerns. The approval <br />resolution for the new middle school addresses the City's interest in installing a traffic signal. <br />Stormwater Management <br />The plan indicates construction of a stormwater management pond to the north of the parking lot <br />between the high school and the ice arena. The pond plan will be reviewed and approved by the <br />City Engineer and the MCWD. <br />§2471 Orono High School <br />Variance. CUP. and CUP amendment <br />April 12. J999 <br />page-2
