Date of Application; 2/17/99 Date Complete: 2/17/99 60 day limit: 4/17/99 Parking Lot Lighting: The City Council needs to review the lighting plan and discuss the allowed height for the lighting standards, the cutoff angle and the amount of illumination measured in footcandles. Glare and light trespass are to be minimized and no uplight shall be produced. The applicant needs to provide a lighting plan that complies with the City's Council direction. Walkway Lighting The applicant has provided a lighting plan to illuminate the pedestrian paths around the bus staging area and the east side of the school and the drop-off area. The height of the light standard and the allowed cut-off angle and footcandles need to be discussed by the City Council and further clarified on the lighting plan. Landscaping Plan The City's landscape architect, Wally Case of DSU, has reviewed the landscaping plan. His recommendations are incorporated in the approval resolution with the areas to be landscaped and the type and quantity of trees identified. He also recommends plantings in parking islands to reduce the visual impact of the parking areas. The applicant shall provide a Master Landscape Plan for the school campus with a planting schedule that can be phased over several years. The landscape plan should provide both overstory and understory trees that have a variety of colors to provide seasonal interest. The landscaping plan should visually connect the schools building and campus. Pedestrian Traffic The City Engineer and Public Services Director recommend that pedestrian traffic be limited to the south driveway curb cut access point for best visibility and safety concerns. The approval resolution for the new middle school addresses the City's interest in installing a traffic signal. Stormwater Management The plan indicates construction of a stormwater management pond to the north of the parking lot between the high school and the ice arena.
