Date of Application: 2/17/99 <br />Date Complete: 2/17/99 <br />60 day limit: 4/17/99 <br />reduce the visual impact of the parking areas. The applicant shall provide a Master Landscape <br />Plan for the school campus with a planting schedule that can be phased over several years. The <br />landscape plan should provide both overstory and understory trees that have a variety of colors <br />to provide seasonal interest. The landscaping plan should visually connect the schools building <br />and campus. <br />Pedestrian Traffic <br />The City Engineer and Public Services Director recommend that pedestrian traffic be limited to <br />the south driveway curb cut access point for best visibility and safety concerns. The approval <br />resolution addresses the City's interest in installing a traffic signal. <br />Sanitary Sewer, Water and Stormwater Management <br />The site is located within the MUSA line and will be connected to the sanitary sewer system and <br />City water tower. The Metropolitan Council determines the required number of sewer units. The <br />current sewer and water connection charge is $8,900 per unit. A sewer availability charge of <br />$1,050 per unit must also be paid prior to building permit approval. The City Engineer has <br />reviewed the plans and his comments for sewer, water, and stormwater management plan <br />specifications and details are outlined in the approval resolution. <br />Easements <br />Vacation of Outlot A The City currently has easements over Outlot A. These easements need to <br />be vacated to assemble the site into one tax parcel. Staff has sent a memo to the City Attorney <br />requesting assistance in preparing a legal document that vacates these easements and any other <br />legal issues with the developer's agreement that the City made with the School District concerning <br />this property. <br />Utility Easement <br />The applicant shall provide a 20' utility easement for a future water main extension, as described <br />in the City Engineer's memo. <br />Drainage and Conservation Easements <br />The applicant shall provide easements over all drainage areas, wetlands, and the stormwater pond. <br />§2471 Orono Middle School <br />800 Old Crystal Bay Road <br />ComMoml Use Permit <br />April J2. 1999 <br />page-^ <br />r P
