Date of Application: 2/17/99 <br />Date Complete: 2/17/99 <br />60 day limit: 4/17/99 <br />Play Fields and Athletic Fields <br />The school's plan shows soccer and baseball fields. The landscape architect has noted that the <br />orientation of the fields will cause glare on goal. The Zoning Code requires play fields for <br />schools to be fenced with the fence located at least 15’ from the property line. Fences are <br />appropriate for smaller sites and for day care or nursery schools. Given the size of the campus, <br />staff has not recommended that the City require fences at this time. However, the resolution <br />includes reserving the ability to revisit the need for fences when the area to the east of the fields <br />is developed for residential uses. <br />Signage <br />The applicant has not provided drawings or sketches to indicate how the building or entrances will <br />be signed. The Zoning Code limits signage in residential areas to a nameplate sign with 12 sq. <br />ft. of surface area. Given the size of the building and the lot area, more signage may be <br />requested. A variance will be required if the amount of proposed signage exceeds the Code <br />requirement. <br />Building Size <br />The approval resolution indicates the size of the building, the number of stories, and the footprint. <br />If the building footprint is enlarged or the use of the building changes an amendment or new <br />conditional use permit may be required because the number of classrooms corresponds to required <br />parking. <br />Walkway Ughting <br />The applicant has provided a lighting plan to illuminate the pedestrian paths around the bus <br />staging area and the east side of the school and the drop-off area. The height of the light standard <br />and the allowed cut-off angle and footcandles need to be discussed by the City Council and further <br />clarified on the lighting plan. <br />Landscaping Plan <br />The City's landscape architect, Wally Case of DSU, has reviewed the landscaping plan. His <br />recommendations are incorporated in the approval resolution with the areas to be landscaped and <br />the type and quantity of trees identified.
