Date of Application: 2/17/99 <br />Date Complete: 2/17/99 <br />60 day limit: 4/17/99 <br />Middle School <br />Number and Age of Students <br />The approval resolution limits the number of students to 675 students in grades 6-8. This <br />limitation on the grades served and the total number of students is related to parkir^. The Zoning <br />Code's parking requirements correspond to the number of students and classrooms. Any increase <br />in the number of students served may require additional parking and bus loading facilities. Any <br />change in the grades served may change the number of parking spaces required. For example, <br />adding students that are older that are able to drive may require additional parking areas. <br />Parking <br />The approval resolution references the Zoning Code's requirement for parking stall size for each <br />type of space to be provided. The parking lot will need to be striped to meet this requirement. <br />This included in the resolution so that the number of parking spaces is not diminished over time. <br />The grade of the parking area is to be 4%. In some areas of Ae parking lot, 5% was proposed. <br />The Public Services Director and City's landscape architect consultant recommend 4% Large <br />paved areas that are have greater slopes become icy in the winter time and can also increase the <br />speed of stormwater runoff. The difference between 4% and 5% is shown below: <br />Parking Lot Lighting: <br />The proposed lighting plan shows 35' light standards in the parking areas. The lights for the <br />vehicle parking lot area are centered in the middle of the parking aisle. The lights for the bus <br />staging area are located along the walkway. The two lights in the parking area need to be located <br />in islands for safety and to reduce the visual impact of the parking area. <br />The City Council needs to review the lighting plan and discuss the allowed height for the lighting <br />standards, the cutoff angle and the amount of illumination measured in footcandles. Glare and <br />light trespass are to be minimized and no uplight shall be produced.
