Tom O'Keefe/Patti Loken <br />March 18, 1999 <br />Page 4 <br />3.The new Highway 12 project will require substantial changes in the way stormwater <br />from the subwatersheds adjacent to the corridors is managed. Mn/DOT has proposed <br />new ponding in Orono to minimize the size of new stormwater facilities required. <br />It is the City's understanding that Mn/DOT will bear the cost of this new ponding. <br />The stormwater management plan for the corridor includes a large stormwater pond <br />on the WSI property. This pond uses virtually all of the available space on the <br />property south of the existing WSI facility. It leaves no space for a planned frontage <br />road that would provide access between the Orono industrial properties and the Long <br />Lake commercial/industrial properties without having to use current Highway 12. <br />It is important that Mn/DOT considei options for reducing the size of the pond on <br />the WSI property such as locating a portion of the pond on the unplatted portion of <br />the cemetery property to the east or using the area south of the golf dome. • <br />Lighting along the corridor needs to be limited to only the bridge and interchange <br />areas. The design for the lighting of the bridge and interchange areas needs to <br />minimize the height of the lighting to minimize the spillover of light from the <br />roadway to adjacent properties. With the exception of the interchange and bridge <br />areas, there should be no lighting along the corridor. Mn/DOT has indicated that <br />lighting will only be added ^ong the corridor if an accident problem develops that <br />is specifically caused by and can be ameliorated by the addition of lighting. In this <br />situation, Mn/DOT will work with the affected cities to develop a lighting plan that <br />addresses the accident problem while minimizing the amount and height of lighting. <br />It is important that Nfri/DOT work with the City of Orono to develop a plan for <br />decorative lighting on the Willow Drive bridge that minimizes the height and amount <br />of lighting. <br />As part of maintaining the current character of Orono Orchard Road, if is important <br />the design of the proposed Park Lane/Orono Orchard Road connection be revised to <br />create a sharper curve with a median between the two driving lanes. The sharper <br />curve will slow the traffic. The median will prevent traffic from cutting across the <br />curve. Slovring traffic to south bound Orono Orchard Road will help to maintain the <br />current character of the road as a local residential roadway. Slowing the traffic to <br />west bound Park Lane will improve safety, as the sight distance from the curve to the <br />first intersection on west bound Park Lane is relatively short.
