Tom O'Keefe/Patti Loken <br />March 18, 1999 <br />Page 5 <br />5.The vibration and noise study conducted by HDR Engineering for the City of Orono <br />is nearing completion and the City has reviewed a draft report. The study analyzed <br />low frequency noise generated by the railroad and noise generated by the railroad <br />and new Highway 12. The study also analyzed the potential for ground borne <br />vibration. The report will include recommendations for mitigating both noise and <br />vibration. It is important the study results are used by Mn/DOT as it addresses the <br />mitigation of noise and vibration impacts. <br />m. PRINCIPLES TO GUIDE THE PROCESS OF DEVELOPING THE FINAL DESIGN OF <br />THE ROADWAY. <br />1.On-going communication will be maintained between Mn/DOT and the*City of <br />Orono. <br />2.Design details developed by Mn/DOT will remain flexible to enable consideration <br />of changes based on input from the City of Orono. <br />3.To address City concerns regarding specific design issues, Mn/DOT will develop <br />design options or will provide an opportunity for Orono to develop design options. <br />The design options will be reviewed and considered as part of the process of <br />determining the final design. <br />Sincerely, <br />Ronald J.
