Tom OTCeefe^atti Loken
March 18, 1999
Page 3
n. COMMENTS
1. County Road 6 and Highway 12 interchange.
2.
It is important that Mn/DOT work with Hennepin County to re-evaluate the
traffic projections used as the basis of the bridge design, and to review
Hennepin County's long-term roadway capacity needs, to ensure the bridge
is designed to adequately accommodate future traffic and match future
County roadway plans; with specific attention to the ability of the bridge to
accommodate tw'o additional driving lanes in the future.
B The City believes the design of the interchange should include a long
acceleration lane for traffic entering east bound new Highway 12 td enable
merging to occur similar to a four-lane freeway.
The design of the interchange should also include a long deceleration lane
from west bound new Highway 12 to west bound County Road 6 to enable
the exiting traffic to move out of the flow of the through traffic.
The City supports the inclusion of a median barrier between the east bound
and west bound lanes of new Highway 12 in the area of the County Road 6
and Highway 12 interchange.
The Mn/DOT right-of-way acquisition plan should include the acquisition
and retention of sufficient right-of-way for County Road 6 south of the
bridge to accommodate a four lane roadway if needed in the future.
The City requests Mn/DOT to re-evaluate the need for ramp meters on the
entrance ramp to east bound new 12 in light of the design changes indicated
in B above.
It is the City's understanding that, as part of the new Highway 12 construction
process, Mn/DOT will remove and replace the sewer trunk line and metro sewer
interceptor line that are currently located in the railroad right-of-way. These lines
will be replaced by a line or lines that meet the current and projected sewer capacity
needs of both Orono and Long Lake.
