Request for Council Action continued <br />Page 2 <br />February 18, 1999 <br />Saga Hill Park Access____________ <br />The advantages of Option A are as follows: <br />1. <br />2. <br />3. <br />4. <br />The access drive would be located in an area that is currently used for open space and <br />informal recreation activities. <br />It does not affect unique natural features. <br />It has limited impact on existing residential development. <br />The access is a short distance from the park area, and particularly from the area of the <br />park that has the most flexibility in terms of the types of amenities and activities that <br />could occur. <br />Options B and C have the same advantages of Option A except that they do have a more significant <br />impact on the Palmer property, and they would require acquisition of property from two separate <br />property owners. The additional advantage of Options B and C is that the property required from <br />the Fairview Covenant Church is approximately equal to the amount of property in the alleyway <br />right-of-way that crosses the Church property. A vacation of the alleyway right-of-way on the <br />Church property would be an even trade for the amount of property required for the access roadway. <br />As indicated above, the Garden Lane right-of-way has also been considered as an access option. <br />Although this option has the advantage of being an existing right-of-way, it also has a number of <br />disadvantages. These are as follows: <br />1. <br />2. <br />3. <br />Because the area south of the pond on the 9 acre park parcel is low and wet, an access <br />using the Garden Lane right-of-way would need to continue to a location north of the <br />pond. This would require building an access drive across the end of a ravine that is <br />a unique natural feature of the area. It would be preferable to limit access in this area <br />to a pedestrian trail to preserve the natural character of the area. <br />An access on Garden Lane that extends north of the pond would require a <br />substantially longer access drive than the options using the Fairview Covenant <br />Church property. The Garden Lane access drive would be approximately 400 feet <br />in length. The access drive on the Church property would be approximately 200 feet <br />in length. The estimated cost of a 20 foot wide access drive is $35.00 per lineal foot. <br />The cost of an access drive on Garden Lane would be approximately $14,000 versus <br />a cost of $7,000 for an access on the Church property. <br />The City does not want to encourage properties along the Garden Lane right-of-way <br />to develop using a road on the Garden Lane right-of-way.
