REQTJEST FOR COUNCIL ACTION <br />FEB 2 2 1999. <br />v^i I I <br />DATE: February 18,1999 <br />ITEM NO = H <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed: <br />Vt <br />Agenda Section: <br />City Administrator ’s <br />Report <br />Item Description: Saga Hill Park Access <br />When the City Council was first considering the acquisition of the 9 acre tax forfeit parcel in the <br />Saga Hill area, and a grant application for the acquisition of additional park land in the area, the <br />Council was concerned with how access would be provided to the area. At that time, representatives <br />of the Fairview Covenant Church indicated the Church would work with the City to provide an <br />access to the park area. Since that time, the City has had a number of discussions with the Church <br />regarding access. The City has also looked at other options for access. The City Council's preferred <br />option is an access drive at the east edge of the Fairview Covenant Church property. <br />The benefits of resolving the access issue are as follows: <br />1. The City is assured of a reasonable access to the Saga Hill Park area. <br />2.The City's ADA compliance plan indicates the City will make efforts to make parks <br />and park facilities accessible to persons with disabilities. This generally involves <br />providing a hard surfaced (crushed rock or paved) trail to access a park area, facility, <br />or amenity. Currently there is no hard surface trail to provide access to any portion <br />of the Saga Hill Park area. <br />3.A 10 foot wide public alleyway right-of-way runs through the middle of the Fairview <br />Covenant Church property and at the rear of the Palmer and Valek properties, with <br />an outlet through the Valek property to Tonkaview Lane. All of the property owners, <br />particularly the Valeks and the Fairview Covenant Church, would benefit from the <br />vacation of the alleyway right-of-way. <br />The Fairview Covenant Church has been provided with two access options that would be located at <br />the east edge of the Fairview Covenant Church property and has been requested to indicate whether <br />either of the options is acceptable to the Church. One option, labeled Option A, involves an L- <br />shaped access drive located on the Church property. The second option, labeled Option B, involves <br />an access drive that begins on the Church property, then angles across the property to the east (the <br />Palmer property). Staff has also prepared a third option, labeled Option C, which reduces the right- <br />of-way width from 40 feet to 30 feet and moves the access drive to the western portion of the right- <br />of-way. Two additional access options that have been discussed in the past are an access through <br />the Valek property and an access using the Garden Lane right-of-way.
