Ordinance Amendment, Continuation of third reading of an ordinance <br />relating to launching of watercraft infested with zebra mussels (previously <br />discussed at 12/9/98 Board meeting). <br />Babcock introduced the agenda item noting he believed two issues need to <br />be resolved. He stated they are whether the 30-day drying period is <br />appropriate and how the District could work with the MN DNR on <br />inspections. <br />Suerth stated that based on the feedback he had received, he was <br />comfortable with a five to seven day drying period requirement. <br />Partyka and Babcock stated they believed a 15-day drying period is more <br />appropriate. <br />Nybeck stated one reason why the third reading of this draft ordinance <br />amendment was continued at the 12/9/98 Board meeting was to get feedback <br />from Doug Jensen of the MN Sea Greuit Program. He noted Jensen concurs <br />with Gary Montz, MN DNR Zebra Mussel Coordinator, that the best means of <br />reducing the introduction into Lake Mirmetonka is a hot washdown and <br />inspection. He added that Jensen believed a drying period should not be <br />required after this because this would not increase public participation <br />in the program. He concluded that Jensen stated no matter what the <br />District requires, there will be inherent risks. <br />LeFevere stated at the 12/9/98 Board meeting, it was suggested to allow <br />"appropriately trained persons recognized by the LMCD" in addition to MN <br />DNR staff to conduct inspections. <br />Babcock stated it might be appropriate to amend the draft ordinance to <br />state "or LMCD" rather than "appropriately trained person recognized by <br />the LMCD". <br />Suerth asked what training would be involved if the commercial <br />facilities on the lake agreed to have trained personnel on location. <br />'»»y“rrimair i rmni
