Montz stated the MN DNR does not currently have any formalized training <br />procedures in place to certify training. He suggested the best way to <br />train people is to observe washdown of a boat pulled out of the St. <br />Croix River and to identify where to look. He added people could be <br />trained to work with personnel at public accesses on boats coming in 2ind <br />going out of Lake Minnetonka. <br />Suerth questioned whether a District employee could be certified to <br />conduct this training. <br />Montz stated he believed that could be done. <br />McMillan stated she beāieved if the boat is properly cleaned, a seven <br />day drying period is sufficient. She added she believed 15 days is too <br />restrictive and questioned how the ordinance would relate to state law. <br />LeFevere stated last summer when the boat was trallered to Minnesota <br />with zebra mussels, staff was not comfortable in determining whether the <br />boat was safe to launch. He noted the ordinance takes additional <br />preventative steps beyond the removal of visible adult zebra mussels. <br />Montz stated if the MN DNR does not see any visible adult zebra mussels <br />on a watercraft, they have no grounds from stopping an individual from <br />launching it. He added if the MN DNR has some inclination to believe <br />there are adult mussels that are not visible, he would be inclined to <br />convince them they should keep their boats out of the water on a <br />voluntary basis or to spray them down. <br />LeFevere stated he believed in most cases, the public will generally <br />comply with the desires of the District without this ordinance. He noted <br />this ordinance is for the small percentage of people who do not wish to <br />comply. <br />MOTION: Rascop moved, Partyka seconded to amend the third reading of the <br />ordinance amendment by requiring a 15 -day drying period rather than 30. <br />VOTE: Ayes (9), Nayes (2, Foster and McMillan); motion to amend passed. <br />Rascop questioned where 140 degree fahrenheit cleaning should be <br />mentioned in the draft ordinance amendment. He noted it currently is not <br />mentioned and maybe should be. <br />LeFevere stated a hot water cleaning washdown is one option for the <br />expert to consider when determining whether to give an opinion on the <br />presence of mussels.
