Request for Council Action continued <br />Page 2 <br />January 20, 1999 <br />Staff/Council Communication - Rest ution. Ordinance Amendment, and Administrative Policy <br />Revision <br />Purpose and Benefits <br />The purpose of the ordinance amendment and administrative policy revision is to clarify the lines <br />of authority, accountability and communication that enable the Council/City Administrator <br />relationship to work best. The basis of the new ordinance and administrative policy is that the City <br />Council hires the City Administrator to administer the affairs of the City. The City Administrator <br />has the responsibility to administer all activities regarding the day-to-day functioning of the City. <br />The City Council, the City Administrator, and the entire City organization benefit from clear lines <br />of authority, accountability and communication. <br />The City Council benefits because it can communicate its objectives, directives, questions and <br />concerns to and through one person - the City Administrator. The Council also benefits because <br />there is one person to hold accountable for carrying out Council directives, and for all matters related <br />to the administration of the Citv. <br />When all work direction comes from the Council to the City Administrator, the City Administrator <br />can be clear about the Council's directives, work plan and priorities, and can plan and organize the <br />work of staff to effectively accomplish the Council's directives. When the Council's directives are <br />transmitted to staff through the City Administrator, the City Administrator can hold staff accountable <br />for accomplishing the Council directives. <br />The organization functions much more effectively when eveiyone is clear about who gives them <br />w’ork direction, who they are accountable to, who they go to with problems and concerns, and what <br />the process is for resolving problems and addressing concerns. <br />COUNCIL AC'^ION REQUESTED: <br />Motion to adopt the attached resolution, ordinance amendment, and Administrative Policy revision <br />to clarify staff/Council communication. <br />f <br />!i
