A RESOLUTION SETTING <br />OUT A POLICY AND PROCEDURE FOR <br />ADDRESSING CONCERNS RAISED BY CITY EMPLOYEES <br />REGARDING THE ADMINISTRATION OF THE CITY <br />WHEREAS, Ordinance No. 18, 2nd Series, Section 2.06 indicates that the City <br />Administrator shall be the chief administrative officer of the City and shall have the responsibility <br />and authority to properly administer all affairs of the City; and <br />WHEREAS, the ordinance also indicates the City Administrator will supervise the <br />administration of all Departments; and <br />WHEREAS, the ordinance also indicates that no member of the Council shall in any <br />manner interfere with or prevent the City Administrator from exercising the Administrator's own <br />judgement in the administration of the City. Except for the purpose of inquiry, no member of the <br />Council shall deal with or exercise control over the administration of the City, and no member shall <br />give orders to any Department Head or employee of the City, either publicly or privately except <br />through a major:;. ‘ • of the Council; and <br />WHEREAS, the City’s Administrative Policy indicates that the Administrator, with <br />the concurrence of the Council, shall appoint Department Heads who shall be responsible and <br />accountable to the Administrator. All personnel shall be responsible and accountable to the <br />Administrator. <br />NOW, THEREFORE, BE IT RESOLVED by the Oiono City Council that, based <br />on the guidance provided by the City Ordinance and Administrative Policy, the following shall be <br />the method for addressing concerns raised by City employees. <br />1.All matters related to the administration of the City shall be addressed through the <br />chain of command to ensure the proper staff are aware of the matter, and have an <br />opportunity to address the matter. In this way the matter can be resolved by those <br />closest to both the problem and the solution. <br />Pace 1 of 3
