The new language is shown in bold <br />and underlined. <br />Background <br />At the January 11, 1999 Council meeting, the Council indicated unanimous support of a <br />recommended policy and procedure for addressing concerns raised by City employees related to the <br />administration of the City, and directed the City Administrator to draft a resolution and prepare <br />revisions to the City code and administrative policy to reflect the recommended policy. Attached <br />is a resolution reflecting the recommended policy, and an ordinance amendment and administrative <br />policy revision which incorporate the key elements of the recommended policy. <br />Revisions <br />The ordinance amendment involves two changes. The first adds language to Subdivision 4 - Duties <br />[of the City Administrator] regarding the accountability of all staff to the City Administrator. This <br />language was taken directly from the City's current Administrative Policy. <br />The second change is the addition of five paragraphs under Subdivision 7 - General Super\ isory <br />Capacity clarifying how information and concerns are to be communicated and addressed at the <br />Council level and at the staff level. <br />The Administrative Policy revision involves the addition of a policy and procedure for <br />communicating concerns through the chain of command.
