I <br />I <br />I <br />BASIC TRANSPORTATION CONCEPTS AND PRINCIPLES <br />The Transportation Plan is an integral part of Orono's Community ’ <br />Management Plan. Although the statistics and detailed policies apply <br />specifically to this one element of community planning, the overall goals and <br />objectives have been derived from joint and concurrent consideration of all <br />communitv planning elements. Therefore, the policy decisions relating to <br />Orono's transportation requirements complement and balance regional plans <br />with local concerns for historic development patterns, environmental <br />protection, fiscal responsibilitv ’ and general land use. <br />The basic responsibility of the City Is the protection of its citizen's health, <br />safetv and welfare. <br />In terms of transportation systems, this means that a street system must be <br />provided for safe access to all developed properties with sufficient capacity to <br />accommodate the expected number of trips generated by the planned land use. <br />Design and construction standards of the system must be flexible enough to <br />accommodate different potential traffic requirements. I rattle control and curb cut <br />regulations will be necessary to minimize or prevent conflicting movements or <br />unsafe conditions. A uniform system of identification must be provided for street <br />names and house numbers to permit etticient location ot properties and <br />particularly to facilitate quick response in emergency situations. Alternative <br />transportation modes must be investigated to provide alternative transportation <br />opportunities to lessen our dependence on the automobile. <br />The City's transportation system must reinforce the land use plan. One of the <br />basic functions of the transportation plan is to reinforce the development policies <br />and the resultant land use plans ol the city. In Orono, this means reinforcing the <br />permanent urban/rural land use goals. This means providing sutllcient capacity for <br />trips between Orono's residential neighborhoods and the commercial centers of <br />Navarre and other lake area municipalities as well as the metropolitan area to the <br />cast of Orono As a pructiwal matter, this means little or no need for expansion of <br />any highways or roads in the city in the fu tu re to serve new development in Orono_; <br />rather, expansion and iinurade of l ake area and reuional transportation corridors <br />will be driven bv the nattem of commuters livimi in communities west of Orono . <br />Ilistorie development patterns have resulted in a city which Is partially urban <br />and partially rural. Development patterns established 100 years ago are <br />responsible for the dual personality that characterizes Orono. The urban areas <br />provide higher density housing opportunities and all of the neighborhood services <br />necessary to support the residents of the City, urban and rural alike. The rural areas <br />provide areas for low density housing and quasi-agricultural activities. The <br />lifestvles are different, the needs and desires of the citizens are different and the <br />requirements for public ser\ ices are different. <br />CMP 4A - 3
