COIIKJOII MPETING <br />SEP 2 5 2000 <br />REQUEST FOR COUNCIL ACTION <br />cn Y ur OHONO <br />DATE: September 22, 2000 <br />ITEM NO:// <br />Department Approval: <br />Name Ron Moorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator's <br />Report <br />Item Description: Police Chief Selection Process - Update and Discussion <br />Harry Brull of PDI will attend the September 25 Council meeting to update the Council on the Police <br />Chief selection process and schedule. This will include a discussion regarding the timing and format <br />of the interview process, as w'ell as clarification of who will participate in the interv iew process. I <br />have attached a letter from Harry Brull which sets out the next steps of the selection process. <br />Interview Process <br />It is my understanding that the full Council wants to serve as an interview panel to interview the <br />semi-finalist candidates. The Council has also discussed inviting the mayors of the contract cities <br />to participate on the interview panel. In addition, there has been some discussion about whether to <br />include a number of community leaders in the selection process. <br />Harry Brill has indicated that the mayors of Long Lake and Minnetonka Beach would like to meet <br />the candidates prior to a selection decision being made, but do not wish to participate in the formal <br />interview process. We have also indicated that a committee of police staff representatives would <br />have an opportunity to interview the candidates. I would also like to have a separate opportunity to <br />interview the candidates. <br />Given these parameters, the candidate review process could include the following elements; <br />1.City Council serves as an interview panel to inter\’iew each of the semi-final <br />candidates. <br />2.A committee of police staff representatives serve as an interview panel to interview <br />each of the candidates. <br />3.The City Administrator interviews each of the candidates. <br />4.A reception is held to provide an opportunity for the contract city mayors, community <br />leaders, and the Orono department heads to meet the candidates. <br />COUNCIL ACTION REQUESTED: <br />Council provide direction regarding the elements and timing of the Police Chief selection process. <br />i <br />j
