That study is incomplete and I would like to request <br />a change. <br />That study references and has attached letters received by the Watershed District of comments on <br />the draft study by the community. 'The letter from the City of Plymouth is not included. In case the <br />Watershed District has misplaced the letter from the ,City of Plymouth, enclosed is a copy of the <br />September 3, 1999 letter which I submitted. <br />As . ted in that previous letter, we have one major concern with the report. As indicated m the <br />introduction on the report, one of the purposes of the study was to "au element with resp ct to <br />benefits of the project'' The study does ,an excellent job in analymlg the options for an outlet. but <br />nothing is addressed on what arc the benefits of an outlet. I beheve this is a critical item to be <br />addressed before any fi.nanoing can be considered. <br />I will be looking forward to discussing the fmal report with representatives on the Watershed at the <br />August m ting. <br />Sincerely, <br />�� <br />Fred G.
