The Council's <br />position is that this project is feasible and necessary and should be funded by the Watershed <br />District tbroagh their tax supported Capital lmpro ements Program. <br />The option of assessing the property owners ·thin the Mooney Lake ainage area was discussed, <br />but the Council as concerned about the viability of this option. The most equi able method \Vould <br />be to assess all of the properties in the drainage area based on hardcover and flow contribution <br />becaus of the ide range of development d nsities in the area. Th viabili of this option is <br />ques ionable because proving a benefit for the non-lakeshore residents would be ery difficult and <br />there ould be many asses ment appeals. Assessing only benefining lakeshore o -ers is not <br />equitable b cause they are not responsible for the entire problem. <br />Thank you for your as istance in this matter.
