MN" 5S331-9578 <br />SUBJECT: PROPOSED �10ONEY LAKE OUTLET <br />CITY PROJECT NO. 8019 <br />Dear ·Eric: <br />This is a formal response to the watershed 1 s request for comments 011 the draft feasibility <br />study for an outlet to Mooney Lake. I had previously discussed this study with Peter <br />CangialoJi, one of your engineers who l understand is no longer with the watershed <br />district. <br />The feasibility study adequately addresses the o.ptions on installing an outlet and we <br />concur that the route outlined in Option 1 would be the preferred outlet routing by <br />Plymouth. <br />One of the items that was to be addressed in the feasibility report, Jn accordance with the <br />Bonestroo� Rosen� Anderli� and Assoc., Inc. proposal dated January 27, 1999, was <br />"The Benefits of the Project". The draft feasibility study does not even comment on the <br />benefits or need for the project. Before the report is finaliud, your consultant should <br />address the need and benefits of the project. This is a key factor in determining whether <br />any improvement is necessa.ry. <br />You also requested comments on the four optiom for funding as listed in the repon. It � <br />Plymo th's opinion that this project should be funded in accordance with the past <br />practices of the watershed d1stti t for other projects. Two of the most rec•ent projects <br />which we are familiar with · a the Gleason Lake Outlet and the Chain of Lakes project <br />in the City of Minneapolis. This same method of funding should be used if it is <br />determined there is a need for this project and it continues to move forward •hrough <br />construction. <br />Sincerely, <br />Fred G.
