f' <br />The estimated cost of $255,000 for the neighborhood concept plan exceeds balance in the Park <br />Fund. The Park Commission has discussed Navarre Park at several meetings, and revised the <br />neighborhood concept plan to reduce the project costs. The decorative concrete sidewalks were <br />replaced with bituminous surfaced trails. The permanent picnic tables and benches with concrete <br />pads ’v.,re eliminated, and will be replaced with fewer less expensive portable picnic tables. The <br />decorative trash receptacles will be replaced with the standard trash barrels used in the other <br />parks. Purchasing of the plants for the planting beds was eliminated. The neighborhood residents <br />will be responsible for installing and maintaining the plantings. The lighting along the sidewalks <br />was also eliminated. The concept plan included reconfiguring several spaces in the municipal <br />park’jg lot to provide access from the street side for park users. This item was removed. The <br />estimated cost for the Park Commission revised plan was $147,000. <br />DNR Grant Application <br />The Council approved submitting a grant application to the DNR for an Outdoor Recreation Grant <br />to help finance this project. This would have been a 50% City and 50% DNR cost grant. The <br />grant application was unsuccessful as no state funding was allocated for the grant program by the <br />legislator. At that time, the Council discussed an $80,00 City budget for this project, so a grant <br />application for a $160,000 project was submitted. Our understanding was that the $80,000 <br />number was an estimation of the costs to install the playground equipment and a path to the <br />equipment. This would provide for minimum improvements to the park, and if the grant <br />application was successful the project could be expanded to include other features. <br />Project Bids and Park Commission Recommendations <br />Since the grant application was unsuccessful, a project to include only the playground equipment <br />and bituminous path was designed and bid. Bids were opened for this project on June 29*. A <br />tabulation of the bids received is listed below. <br />Kolmo Construction; Andover, Minnesota <br />Nadeau Utility Inc.; Maple Grove, Minnesota <br />Sunram Construction; Corcoran, Minnesota <br />G L Contracting Inc.; Medina. Minnesota <br />$95,329.00 <br />$98,815.70 <br />$100,263.75 <br />$120,369.98 <br />The bids have been reviewed by Bonestroo Engineers and have been found to be in order with <br />Kolmo Construction being the lowest responsible bidder. The Park Commission discussed this <br />project at their July 6ht meeting and recommended proceeding with the project. They felt that this <br />project was the minimum that should be completed, and could not find any substantial cost savings <br />items in the project. If the Council decides to proceed with the project, we are recommending <br />award of the contract to Kolmo Construction.
