't
■5 A
K
REQUEST FOR COUNCIL ACTION Cni iMCtL
iUL 1 0 2000
llli*DATE: July 10. 2(
ITEM NO.: j 2Ui\‘ ^
Department Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administrator Reviewed:Agenda Section:
Public Services Report
Item Description: Award Contract Navarre Park Improvements
Background Information
••
This project has been previously discussed at several Park Commission and City Council
meetings. The Park Commission has been working on developing plans for upgrading Navarre
Park. No improvements have been made to this park for many years, as the playground equipment
is from the 1960's. This equipment was originally located in the parking lot until the current park
was developed from Tax Forfeit parcels. Navarre Park is an important park because it is located
in the most densely populated area in the City. Many homes are located on small lots without
room for recreational opportunities on their property. Over the past several years, playground
equipment improvements have been completed at Bederwood, Crystal Bay, and Antoine Parks.
Other than Navarre Park, Hackberry Park is the only remaining park with older playground
equipment. Playground equipment improvements should also be planned for Hackberry Park.
Neighborhood Concept Plan
The Park Commission held a neighborhood informational meeting to discuss this project, and a
group of neighborhood residents and Park Commissioners developed improvement plans for the
park. This group looked at playground equipment at several parks in neighboring communities.
They liked the new playground equipment at Cottagewood Park in Deephaven. This park contains
two separate play equipment modules from Landscape Structures, Delano Minnesota. This is the
same brand of equipment recently installed in Antoine Park and two parks in the City of Long
Lake. The total estimated cost for the plan that was developed by the neighborhood is $255,'nil
Financial Issues
The current balance in the Park Dedication Fund is approximately $170,000. Included in the Park
Fund balance is revenue of $19,064 received from the Lake Minnetonka Woods Town Home
Development located in Navarre. This development will increase the number of residents and the
demand on park facilities in the Navarre area.
