He introduced Paul Kackelmyer and <br />announced that Paul will be replacing Scott Pederson. Paul will provide design support for <br />the study. Tom also introduced Brigid Gombold, the project manager for the study. She was <br />ill for the Kick-off meeting last March. Brigid followed saying that the evening meeting w^ <br />a fact fmding meeting with several areas of analysis to review. She stated the objective of the <br />meeting was to identify problems, issues and needs along the corrido' <br />Paul followed with a discussion on the existing roadway conditions. He talked about the <br />following.^ j,jgh^vay has1 2 foot driving lanes. These are standard driving lanes, <br />ii. The shoulder widths vary between 7-10 feet. These are standard, <br />iii The roadway embankment slopes vary between 4 ; 1 ,3:1 and 2:1 . A standard <br />roadway embankment slope is a 4:1 slope 30 feet from the edge of the roadway. <br />When the slope is steeper than the standard cars tend to roll if they leave the <br />road. <br />iv. Substandard RR bridge width under the bridge. <br />v. Substandard curve at the RR bridge. The curve is too tight and also has sight <br />distance problems. . . <br />vi. Several skewed intersections through the cortidor. Because it is more ditTicult <br />for drivers to see traffic coming from both direction there tends to be a higher <br />accident rate at skewed intersections. <br />vii. Poor sight distance at some cross streets. <br />viii Right of way for a by-pass lane vs. a left turning lane. A bypass lane requires <br />approximately 550 sq. ft., where as a left turning l^e requires 17,000 sq. ft.. <br />Turning lanes are safer when traffic volumes arc high. <br />Brigid followed with a map showing all of known environmental consnaints through out the <br />corridor. Morris T. Baker Park is a regional park that had LAWCON funding and requaes <br />National Park Service review if Mn/DOT were to pursue any right of way froin the pi^k. The <br />Burlington Northern Santa Fc Railroad is adjacent to the highway though out the comdor. <br />Moving the railroad is unlikely; therefore any possible design solutions would be to the other <br />side of the road. There are several wetlands adjacent to the highway. Wetland impacts <br />require replacement at a minimum of 2:1 . Mn/DOT’s sequence of action for wctl^d imp^u <br />is to avoid, minimize and replace. Maple Plain’s historical landm.trks were identified, which <br />came from their comprehensive plan. <br />iftiiilhititniii tfitii
