Brigid started with a review of the 1998 Average <br />Daily Traffic (ADT). Next was a list and corresponding map of highways with similar ADT <br />to TH 12 that currently do not have future plans for expansion within the next 20 years, "nie <br />last Item was a map of the forecasted 2020 ADT traffic. Jim Grube stated that CR 6 was in <br />error and would have around 10,000. <br />Crash data was the following agenda item. Brigid started with a map of the study area that <br />split up the road into three segments with corresponding crash rates and accident rates. Each <br />segment was below the Metro average for similar roadway types for the crash rate and <br />severity rate. The next figure showed the location of each reported accident from 1997*1999 <br />through the study area. Historical crash data showed that the crash and severity rates have <br />been fairly consistent in the past nine years. Pie charts showing the different crash types were <br />reviewed for each segment. <br />Land use was the next agenda Item. Brigid stated that land use and transportation are directly <br />related, as access improves land values rise, which brings about more development and <br />creates increased access. The Independence and Maple Plain land use maps was reviewed. <br />Marvin Johnson stated that land values are high in Independence even as large 40 plus acre <br />lots. The city intends to maintain it’s agricultural district in the western two thirds and rural <br />residential in the eastern one third. Independence shows a slow future growth with population <br />at full density of 4,600 occurring after 2020. Marvin said that their city would not benefit to <br />grow over 5,000 people. Maple Plain will reach full development by 2005. <br />John Hippehen followed with a discussivu on access management. He reviewed the access <br />management brochure. His proceeding handouts correlated between access and crashes, and <br />access and speeds. John ended with a summary of the Access Management spacing <br />guidelines. Based on the guidelines TH 12 would be a category 2b through Independence <br />and a category 5 through Maple Plain. <br />There were no new Issues that were not identified at the first meeting. Marvin and Jack both <br />expressed their desire to start developing design concepts. They thought that when a design <br />concept was released to the community it would generate more interest, which would bring <br />about more issues and concerns. <br />Next Steps: <br />i. Identify left turn warrants that meet access guidelines. <br />ii. Coordinate with the Maintenance Unit on any issues and future work. <br />iii. Coordinate a news release in the community papers. <br />iv.
