for one of these lots for your review. The resolutions provided one parking spot per dock on small <br />lots between the dock lots and the County Highway. The access to these parking areas is difficult <br />and there is limited room for moving past parked cars. Because of the limited off road parking, <br />some of the dock lot owners have been parking along Shady wood Road. <br />September 23. 1999 City Council Meeting <br />In response to concerns expressed by the dock lot owners regarding the parking restrictions on <br />August 23, 1999, the Council discussed this issue again. All of the dock lot owners and <br />neighborhood residents were notified and many people were present at this meeting. <br />At this meeting. City staff presented a modified no parking scenario for Council consideration. <br />The first solution to post the entire wide shoulder area for no parking was a conservative <br />approach. The revised proposal was for the no parking restrictions to remain in place for the <br />entire northbound side of Shady wood Road. These restrictions are necessary to provide a <br />deceleration lane for vehicles entering the driveways along this side of Shadywood Road. <br />On the southbound side, staffs recommendation was that the beginning of the no parking area <br />could be moved 100 ’ south to provide space for parking of four to five cars in the dock lot area. <br />This would provide 120 ’ of space to used as a deceleration lane for vehicles turning into the <br />driveway south of this area. This should provide adequate stopping distance for a vehicle speed <br />of 30 mph when entering the deceleration lane. The area further south of the proposed parking <br />area would still remain posted for no parking. <br />The attached map shows the MNDOT recommended "Stopping Sight Distances" (SSD) required. <br />This is the distance required for driver traveling at a certain speed to recognize a hazard in the <br />road and safely stop the vehicle. The SSD contains two components the distance the vehicle <br />trs;vcls during the driver’s perception and reaction time, and the braking distance required to <br />safely stop the vehicle. Based on the results of many smdies, 2.5 seconds is used for the driver’s <br />perception/reaction time between when a hazard is spotted and the brakes are applied. The speed <br />limit is 40 mph. At 40 mph the recommended SSD is 315 feet. Also shown is the SSD for 50 mph <br />to account for vehicles that may be exceeding the posted speed limit. A review of this map shows <br />that limited parking could be allowed, and there would still be still adequate site distance from the <br />blind approach at the bridge crest. <br />At this meeting, the Council decided to leave the original no parking restrictions in effect. The <br />Council stated that the best solution would be for the dock lot owners to have off street parking <br />adjacent to their docks as was envisioned when the CUP resolutions were passed in the 1980's. <br />My understanding is that when the resolutions were originally passed that the property owners <br />were supposed to dedicate cross easements to allow parking access for the dock lots. These <br />easements were never formalized and several of the dock lots never obtained CUP’s. The Council <br />directed the property owners to work out a satisfactory solution and execute the required <br />easements to allow off street parking for the dock lots.
