Current Status of Issue <br />Mr. Donald Miegel, one of the dock lot owners has contacted several of the other property owners <br />in an attempt to formalize easements to allow parking access for the dock lots. My understanding <br />is that he has been unsuccessful in his efforts to work out a permanent solution for this issue. <br />Attached is a letter, dated January 18, 2000, from Mr. Miegel requesting reconsideration of this <br />issue. <br />City staff, representatives from the Hennepin County Highway Department, and Mr. Miegel have <br />met at the site to discuss this issue. Because of topography constraints the only acceptable <br />locations for a driveway would be on either the "Ginther/ Ault" or "Huber" parcels. The preferred <br />location for a driveway would be on the "Ginther/ Ault" parcel. (See attached map) The County <br />will only grant one driveway permit to serve the dock lots. Before issuing a driveway permit the <br />County is requiring cross easements to ensure that the driveway will be able to serve the dock <br />lots. <br />One driveway access to provide off street parking for the dock lots is Hennepin County ’s <br />preferred option. The issue of allowing parking along Shady wood Road was discussed. Hennepin <br />County ’s general policy is to recommend no on street parking whenever this is possible. However, <br />the County defers to the municipalities on parking resfiictions and will install no parking signs <br />if requested by the municipality. Enforcement of no parking restrictions is then the responsibility <br />of the City. The County prefers the no parking restrictions but will honor the City’s request in <br />this matter. If the City decides that parking will be allowed along Shadywood Road, the County <br />strongly recommends only limited parking in the vicinity of the dock lots. For traffic safety <br />reasons, Hennepin County is not in favor of a complete removal of the no parking restrictions in <br />this area. <br />Options for Council Consideration <br />This issue is still not resolved and will likely be a continuing problem. Because of the increasing <br />popularity of Lake Minnetonka, parking around the lake is a growing problem. Over the last <br />several years, no parking restrictions have been instituted on many County Roads and City streets. <br />The result of these restrictions is that the parking problems are just moved to another location <br />which results in more parking restrictions in the new locations. This seems to be a never ending <br />cycle of trying to balance the increasing pressure for parking near Lake Minnetonka against traffic <br />safety and neighborhood protection issues. Below we have listed several possible options to <br />address the issue of parking for the Narrows Dock lot users. <br />No Action Option <br />This option would be leave the no parking restrictions in place and to have the property owners <br />work out an acceptable solution to provide off street parking adjacent to the dock lots. Over the <br />past several months, there has been little progress among the property owners to work out a <br />solution.
