In June of 1999, "No Parking" signs were installed along both sides of Shadywood <br />Road north o? the Narrows Bridge. These signs were installed because of safety concerns caused <br />by vehicles pi King in this area. These parked vehicles were creating an unsafe situation for <br />access to the drjv;jways in this area. However, installation of the no parking signs has resulted in <br />difficulties in parking and access to the Narrows Dock Lots. We have recently received a letter, <br />from Donald Miegel, one of the dock lot owners requesting that this issue be reconsidered by the <br />Council. Below is a summary of this issue. <br />Summary of Issue <br />June 28. 1999 City Council Meeting <br />Attached you will find a letter from a resident on Shadywood Road, north of the Lake Minnetonka <br />Narrows Bridge, requesting the installation of "No Parking" signs. Cars parking along the wide <br />shoulder in this area are creating a traffic safety hazard. The City reviewed the safety concerns <br />raised in this letter and determined that they were valid. The main problem is that the shoulder <br />area is used as a deceleration lane by vehicles entering the driveways. Without being able to use <br />the shoulder as a deceleration lane, the turning vehicles slow down on the highway causing a <br />safety concern as other vehicles attempt to pass the turning vehicles. This is a problem because <br />of the limited sight distance for vehicles crossing the Narrows Channel Bridge. In June of 1999, <br />no parking signs were installed in this area. A copy of the resolution ordering the installation of <br />"No Parking" signs is attached. However, installation of these signs has created difficulties for <br />the owners of the Narrows Dock Lots. <br />These dock lots are 20 wide lakeshore lots, without a house, that contain a dock. These lots were <br />originally created in the I950 ’s before the current zoning regulations were in effect. The dock lots <br />are non-conforming to current City zoning regulations that prohibit accessory structures on lots <br />that t!'> not contain a principal structure. Over the years, there have been many discussions <br />concerning these dock lots. In the early I980 ’s, the Council went through a process to formalize <br />the existence of these dock lots by issuing Conditional Use Permits. I have attached a resolution
