Surrounding Properties <br />The property abuts the City of Long Lake to the north, where properties are provided with sewer and <br />the minimum zoning lot size is 10,000 s.f. (approx 1/4 acre). The property abuts the Luce Line trail <br />on the south, and on the east and west abuts neighboring rural residential properties in Orono zoned <br />RR-IB. Just to the south of the Luce Line is the Fox Ridge neighborhood containing 7 lots <br />averaging 1 acre in area, developed in the 1 960's. <br />f <br />Easements <br />1. <br />2. <br />3. <br />Standard drainage and utility easements along the property lines will be required for the final <br />plat. <br />Subdivider shall grant Conservation and Flovvage easements across the wetlands and ponding <br />areas located within the development. Language in the easement documents shall restrict <br />land alteration and removal of vegetation in all wetland areas and within 75' of Long Lake <br />Creek. <br />A conservation easement shall be granted over the conserv'ation outlots to protect the outlots <br />from future alteration and development. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor, will be required for Park Dedication <br />Fee. The City of Orono has established a minimum park dedication fee per lot of $2,900 and a <br />maximum of $4,900 per lot. <br />Issues for discussion <br />1 . Access to the property is via a Tract G which is not owned by Mr. Van Eeckhout. Staft is <br />recommending the owner of Tract G become a joint applicant and the corridor be replatted <br />as part of the subdivision. The City Engineer and Director of Public Services have <br />recommended the entire access coiTidor be platted 50' in width to provide space tor future <br />utilities along the private road. The Tract should be in ownership of the Homeowner’s <br />Association as they will be responsible for the maintenance. <br />2. Long Lake Creek is a protected tributary and requires a 75' setback for hardcover and <br />structure. <br />The private road would require the City approve land alteration within a Citv’ protected <br />wetland. <br />The Planning Commission has recommended the number of lots be reduced to 6 lots based <br />on the total acreage being 13.7 acres. The applicant would request a variance to permit 7 lots <br />on less than 14 acres. <br />3. <br />4.
