Non-Union Pay Levels and Pay Ranges for 2000 <br />The Council has previously approved adjustments to the City ’s non-union pay schedule of 2% <br />effective 1/1/2000 and 1% effective 7/1/2000. The Council has also approved an increase in the <br />City ’s insurance contribution from $345.00 per month to $370.00 per month. In addition to the <br />normal annual pay adjustments, the attached 2000 pay schedule also reflects market-based pay <br />adjustments. <br />Market-Based Pay Adjustments <br />The City ’s non-union compensation plan calls for the City ’s pay levels to be within 5% of the <br />average pay level of cities in the metro area with populations between 5,000 and 15,000. <br />Over the past eight years, the City has provided annual pay adjustments at a level comparable to <br />those provided by cities of comparable size in the metro area and in the lake area. However, as the <br />City became involved in hiring processes during the last year, it was found that the pay levels of a <br />number of positions were not competitive with the market. Therefore, a market survey was <br />completed to determine how the City's pay schedule compared to the pay levels of comparable cities. <br />The sur\ey indicated the pay levels of several positions in the middle of the City ’s pay schedule were <br />significantly below the market average. The City ’s pay schedule has been revised to increase the pay <br />levels of these positions so that at a minimum they are within 5% of the market average. <br />The attached table titled “2000 Pay Rates’’ shows the e.xtent of the market adjustments. <br />The year 2000 budget includes funding for market-based pay adjustments. However, the extent of <br />market adjustments was substantially beyond the level anticipated at the time the budget was <br />developed. To enable the market adjustments to be made, and to stay within the budgeted amount, <br />it is recommended the market-based adjustments be implemented in two stages-one-half effective <br />January 1 ,2000 and one-half effective July 1,2000.
