F. zoning map of Na\ arrc. B-4 is Ihe only district that is available that would havr olllcc use as the <br />primary intent of the district. Only two areas are zoned as B-4. The areas arc along Shad>wood <br />Road (C R. 19) s«ujih of the Shoreline Drive (C.R.15) intersection, developed properties arc the <br />Navarre Bank. Tonkawest Onice.s (Svoboia property) and freshwater Center office building. The <br />Casco Run Oflucs on Shoreline Drive arc also zoned B-4. <br />All properties in the B-4 district arc cither in a general office use or undeveloped. Hte undeveloped <br />properties arc adjacent to the Svobota site. The Svobota office building (known commonly as the <br />former Remax building) could accommodate a church use. However, it is one of only a few olVice <br />buildings in the City. If the property were to redevelop into a church building the future ability ol <br />the site for office use would be limited at best. Likely, the site would have to be redeveloped to <br />revert back to oflice use. The adjacent vacant land and Svobota property has the potential to <br />redevelop as a planned office development. A church building on the property could prevent future <br />redevelopment of the site with the adjacent properties as demand for office space in the Navarre area <br />increa-ses. <br />Use of Existing Buildings for a Church I'sc <br />I he Bay vv ind Christian Church has used space within the Freshwater Building in the past as a tenant. <br />It is not known if other churches have usc*d other buildings in the district have used space for the <br />proposed use. I he church use would not nomvally conflict with other uses in the office buildings. <br />Ty pically. churches see the heaviest use during evenings and weekends. Parking and demand for <br />other building amenities would not compete during weekday business hours. <br />CUP Standards <br />Churches arc only allowed by a conditional use permit within "R" districts. Tliey are allowed per <br />the following: "Churches including those related structures located on tlic same site which are an <br />integral part of the church proper, conv ents or homes' for persons related to a religious function on <br />the same site prov ided no building otlier than a residence shall be located within fifty feet of any lot <br />line of an abutting lot in an "R" District." (Section 10.20.
