Dahlstrom Development LLC #02-2789/02-2840 <br />*Stonebay* Final Development Plan Revic^v <br />October 18,2002 <br />Pages <br />Streets and Trails : Plans should confirm horizontal curve has been changed to meet 500' <br />radius. Vertical curves must be indicated on the plans. Right-of-way east of Kelley must be <br />widened to accommodate turn lanes and snow storage, i.e. 15' behind the curb, or snow <br />storage will end up on private property. Changes to Willow Drive are also required as part <br />of this project: A center northbound left-turn lane and southbound right turn lane. <br />The trail crossing at Willow/Kelley should be nioveo eastward to the intersection rather than <br />75' west of it as currently shown. The trail segment along Willow south of kelley should be <br />constuxted in the commercial outlot as part of this project. <br />A geotechnical report, R-value recommendation and pavement design should be provided <br />for review. <br />Traffic : The roundabout design does not meet the standards for a typical moving van. <br />There are a number of options to resolving this, including widening the road or adding a <br />surmountable inner curb with 4’ sidewalk at the perimeter of the roundabout. <br />The City Engineer is recommending against the recently added separate access to West Lane. <br />The reason for this access apparently was to deal with elevation differences between the cast <br />Lofts bui. Jing parking entrance and the drop-off circle at the lofts shared entry level. This <br />will likely generate some discussion <br />Sheldon Johnson of Bonestroo is expecting to complete his study of traffic issues for the <br />Highway 12 area within the next two weeks. Mr. Johnson has indicated he will be at the <br />October 21 meeting to address any questions Planning Commission may have regarding the <br />traffic study. His comments related to the impacts of the Dahlstrom project have been <br />incorporated into Tom Kellogg ’s letter of October 1 and discussed above; specifically, the <br />need to add a northbound left turn lane (for easy access to Kelley Parkway) and a southbound <br />right tuni lane at Willow/12 (to reduce stacking in the southbound through lane). These costs <br />should be borne by Dahlstrom. <br />Johnson has indicated a number ofehanges will likely be recommended to area roadways and <br />intersections in addition to those at Willow/Kelley and Willow/12, but they are not directly <br />a result of the Dahlstrom project. <br />3. City Fire Marshal Bill Meyer has reviewed the plans and has indicated he has no significant <br />changes that would impact site layout or design. He indicated that other than refining a few <br />hydrant locations, he does not see any issues from a fire safety standpoint. He plans to meet <br />with Long Lake Fire Dept, representatives the week of October 21 to determine whether they <br />have any comments.
