The proximity of the north boundary of the property to the future new bndge over the railroad <br />and new Highway 12, makes it necessary for this corridor to be along the south boundary of the site. <br />Orono normally requires a 50’ public or private road corridor to scr\c the range and magnitude of <br />potential uses expected on this site. At this time there is no plan to make a future through road <br />connection to Long Lake, although <br />the 50’ corridor would accommodate <br />such a roadway. Because Orono has <br />not determined a final use for the <br />proposed easterly parcel, the road <br />corridor is not being platted past the <br />fire station lot. The proposed road <br />corridor exceeds 50 feet in width to <br />avoid impacting the drainageway <br />along the south boundary of the site. <br />It also curves northward at the rear <br />of Lot 1 to minimi/.e the amount of <br />wetland filling nccessar>’. <br />Wetland Impacts. Delineation of wetlands on the site has resulted in a number of site layout impacts, <br />and wetlands thcmse'ves will be impacted to some extent. First, the wetlands on the site are not shown <br />on either the National Wetland Inventory or the City of Orono’s protected wetland maps. These newly <br />defined w etiands arc linear in nature, wooded wetlands, following the drainageway or intcmiittent creek <br />bed as it traverses from west to east near the southern border of the site. A finger of delineated wetland <br />extends northwestward from the creek bed toward the fire station, and portions of this will have to be <br />filled in order to accommodate the station, its access driveway, and the road leading to Lot 2. <br />The wetland filling cannot be totally avoided; however, it has been minimized by expanding the road <br />corridor and routing the road'driveway northward over a narrow point of the wetland finger. Nearly all <br />the wetland filling will occur in Lot 1 . Mitigation of this filling is proposed to occur in Lot 2 on the south <br />side of the creek at a 2:1 ratio as required by the Minnehaha Creek Watershed District. MCWD requires <br />a 16' buffer be maintained around the existing wetlands and around the mitigation area. The mitigation <br />boundary has been held back 16 from the south lot line so that use of the adjoining property is not <br />affected by current MCW D buffer requirements. MCWD has a rule change process undervvay that <br />would increase the wetland buffer requirements; however, those requirements arc not in effect at the time <br />of this review and are not expected to impact this application. The MCWD will require that easements <br />be created for protection of the existing and newly created w etlands as well as for the required buffer <br />areas. Remember that the wetlands delineated on the site are not specifically protected by Orono’s <br />current ordinances, but arc protected under tne Wetland Conscr\ation Act which MCWD administers <br />on Orono s behalf. No variance for the wetland impacts is required under Orono’s current ordinances. <br />H.vccrpts from the wetland mitigation and stormwater ponding plan for the fire station arc attached as <br />Exhibits C & D.
