Other cities have adopted PUD ordinances that would allow commercial developments, such as this <br />proposed development. Each PUD would be reviewed to determine if the developments meets the <br />intent of the Comprehensive Land Use Plan, and if it is compatible with the vision and needs of the <br />City and surrounding properties. <br />Parking Requirements <br />Parking areas are required to be 20' to the front property line. The B-4 district allows parking to <br />within 3 ’ of side property lines, except property lines adjacent to an “R" district require a setback of <br />10'. The property will be required to dedicate drainage and utility easements 10' around the <br />perimeter of the property. It is appropriate to not construct parking areas within the casement area. <br />The property is also surrounded mostly by residential property and therefore it should be required <br />all parking meet a 1 O' side setback. The additional setback area would allow for planting of trees or <br />other vegetative screening along the property lines. <br />Total parking spaces required for office building use is one space per 200 s.f of floor area. The <br />proposed plan requires 98 parking spaces based on the total usable floor area of the buildings. 98 <br />parking spaces arc shown on the plan. <br />Surrounding Land Use <br />The east '/? of the proposed property is adjacent to property located in the B-4 zoning district and <br />west '/j of the property is adjacent to property located in the I.R-I B district. North of the site is the <br />Baywinds church property which is used primarily as a church, but docs have a small amount of <br />office space for lea.se. South of the property is a private residence also used as a tax office. <br />Properties on each side of the property, and adjacent to Kelly Avenue, are residential. <br />Please refer to Exhibit E. which details zoning and land use of adjacent properties. <br />Surface Water Management Plan <br />1 he City's new SWMP has identified a need for a regional water quality pond located somewhere <br />near this site. The proposed pond shown is designed only to treat the runoff created by this <br />development. Staff will continue to work with the developer to address the regional stormwater <br />needs. <br />Additional comments regarding engineering is.sues are listed in the City Engineer’s comments <br />attached as lixhibit C. <br />Sewer and Water .Serv ice <br />The property has municipal sewer and water available. Service is available in the Shady^vood Road <br />right-of-way. <br />1 he property has paid partial assessments for sewer and water serv ice. The paid assessments are <br />summarized on Exhibit I.
