PUltmXS CX]^f1ISSIC19 MINUTES - SEPTEMB12R 15, 1975 - PJM3B 3 1 <br />Applicant's Arvid Ledln, of 2230 Bayvle»/ Place, and Dale <br />Matson, 2200 Bayview Place, petitioned for the splitting <br />of a vacant lot betMsen their respective properties. The <br />^fdividad portions would be ocnibined to increase the size <br />of their present undersized lots. The Conmission viewed <br />this as an inprovement over the present situation. Guthrie <br />moved, Pes^ seconded, that the Planning Oamnission recom <br />mend to the Council approval of the request of Dale Matson <br />and Arvid Ledin to divide Parcel 9510, Rearrangement of <br />Wallaces Addition, and combine one part with Parcel 9900, <br />Rearrangement of Wallaces Additiciy and the other part with <br />Parcel 4510, Wallaces Addition to the Village of Minne <br />tonka Beach. Motion, Ayes (7) - Nays (0). <br />North Star Meudna, represented by Paul Kenpf, presented <br />their proposal for Building Permit site approval and rip <br />rap. This was originally proposed in 1973 but due to the <br />roGratoriim, never received a final decision. Tlie building, <br />30' X 105* X 30* hi^, was to be built of steel construc <br />tion and would be used for the display of boats and as an <br />unheated warehouse for storage of boats in the winter. <br />There wculd be no szQes or service in the building. Mr. <br />Kempf remarked that the height of the building had been <br />lowered since the original application and storage capa <br />city reduced to only 38 boats instead of 100. TWc struc <br />tures, presently at the site were to be remcved and a <br />third moved behind the new addition. Another building <br />to be moved close to the shoreline that was presently^^was <br />O <br />situated outside of the 75' setback requirement. At <br />present, shrub and evergreens are being planted in a <br />strip along the east lot line. Included as part of the <br />plan was a seawall with a 20 ft planting strip and a <br />wooden or crushed rock walkway. The seawall could be <br />concrete, steel, aluroinicin, wood, etc. At present they <br />were mer^y looking ac possibilities. This seawall was <br />needed to stop erosion of the shoreline due to boats <br />pulling up to shore and to provide protection for the <br />proposed planting strip. McDonald had objections to a <br />concrete wall feeling that if it was allowed soon the <br />neighboring marinas would try to follow suit, which <br />could create hundreds of feet of wall. Most of the mem <br />bers agreed and preferred a natural rip rap of rock. <br />Curtis moved, Pesek seconded, that the Planning Commis <br />sion recomnend to the Council approval of the application <br />of North Star Marina provided: <br />(1) That the objectives be acocmplished witliout rear <br />rangement of the natural shoreline. <br />(2) That no seawall be constructed but instecci a fmxr- <br />able oonoept of rip rap using natural materials that meet <br />the approval of all oonoemed agencies. <br />(3) That the small house proposed to be set at the <br />shoreline not be moved to within 75 ft of the shore. <br />(4) That the site plan be approved with designated <br />3 ft setback area for planting on the east and west <br />side of the lot lines. <br />Motion, Ayes (53 - Nays (0) - 63 <br />A.
