Halkerson: <br />I had oood intentions of getting back to you after our last <br />visit but current events have delayed my intended return <br />visit with you, <br />Charlie, apparently in 1973-74, discussions were held with <br />the City Adrdnistrator and Spring Hill Center regarding a <br />desire to initiate an agreement charging Spring Hill Center <br />for services normally provided for all residents in the ^ity. <br />Since Spring Hill is a tax exempt organization,‘the <br />not recover its costs from Spring Hill through the tax struct , <br />es we do other properties in Orono. Traditionally, tax exempt <br />entities, as Spring Hill Center, have not reimbursed to their <br />local City the cost to maintain public services and I do thin <br />it would be to your advantage, as well as ours, to arrange an <br />agreement providing cost'reimbursement to us for police ana <br />fire protection that is available 24 hours a day. <br />I have not the faintest idea of who dropped the ball on the <br />discussions with the City, but we would like to renew these <br />efforts when it is convenient for you. <br />I will be at the University pf Minnesota all of next week, but <br />I will be available after that to discuss this wfth you.
