It is true this site is well <br />within 1,000' of lakeshore but the property is zoned B-5. The <br />only commercial zone requiring hardcover consideration is B-2, <br />lakeshore commercial. The hardcover factor is offset by the <br />requirement that all B-1, B-3, B-4 and B-5 site plans include <br />plans for runoff detention, sedimentation and erosion control, <br />and grading. <br />Issues to be reviewed: <br />Application - Conditional Use Permit to allow retail operation <br />covering 5,424 s.f. of building. <br />Access -The access for the site shall be a shared one with the <br />station at the most western portion of the lot. Access <br />is to be at least 13' on the Zitzloff lot and 13* on <br />the station's lot. The station owner agrees to the shared <br />access. Hennepin County Highway Department has approved <br />the shared access at a site inspection on July 13, 1979. <br />Parking Requirements: <br />A. Retail - <br />B.
