MINUTES OF A PLANNING COMMISSION MEETING HELD ON DECEMBER 10, 1979 <br />Page 2 <br />P' .nning Commission approved of the concept of natural <br />plantings to satisfy screening requirements. They <br />would also approve of a combination of screening and <br />fencing in commercial districts. <br />Section 38.958 Non-Conforming Fences was reviewed. <br />Planning Commission felt that if the maintenance and <br />repair portion was enforced, this would have the <br />negative effect of discouraging the upkeep of such <br />non-conformihg fences. They recommended changing <br />this section of the ordinance. <br />Adams made a motion confirming basic agreement with <br />the third draft of the fence ordinance. They would <br />recommend the following considerations: <br />1. Planning Commission is in favor of natural wood <br />fences of a 6* heighc in all rear and side yards. <br />They recommend 3*s' fences within the 75* lakeshore <br />setback area. <br />Rewrite section on non-conforming fences in <br />regard to maintenance of existing fences. <br />Reevaluate the setback distance for pools <br />that require fences. <br />Motion seconded by Hammerel. Vote: Ayes (6y, <br />Nays (1). Motion passed. <br />Jabbour felt that if the changes xequested by <br />the Planning Commission were acted on, we are not <br />changing anything from the existing ordinance. <br />Chairman Wilson announced the Public Hearing. Mabusth <br />stated she had the Affidavit of Publication. The <br />Planning Commission was in general agreement with <br />the draft although no motion was made. Their comments <br />are summarized as follows: <br />1. Ordinance should take into consideration the <br />question of the height of the accessory structure <br />in relation to the side or rear yard setback. <br />2.
