^ MINUTES OF A PLANNING COMMISSION MEETING HELD ON NOVEMBER 3, I960 - PAGE 3 <br />'M <br />Planning Commission noted options opened to the <br />applicants concerning their request to construct <br />a permanent bridge linking island area to mainland. <br />If application is approved Council may limit dock <br />use to island area and refuse a fe request <br />to dredge lagoon area. Applicants acknowledged the <br />Planning Commission's forewarning and stated they <br />would wait for some time in the future to plead <br />their case fof dredging. <br />Rovegno moved to recommend approval of the <br />Speeter/Henninger application to construct a <br />permanent bridge across newly created channel <br />subject to the following conditions: <br />SPEETER/HENNINGER <br />659 Mtka. Highlands Ln. <br />COND. USE PERMIT <br />(#586) Cont. <br />Both applicants to continue docking on <br />main lake of North Arm. <br />Speeter must acquire permanent access easement <br />via Henninger property for dock access. <br />City to require rip rap at mouth of culvert to <br />prevent further erosion and siltation. <br />Applicants should be advised that once permanent <br />dock access has been secured, historically <br />applications of this type requesting dredging <br />may not be approved by the City. <br />Motion seconded by Goetten. Hepp stated that of the many plans 2605 W. Lafayette Road <br />presented to the Planning Commission, he feels the SUBDIVISION <br />^st acceptable is the original "horizontal” division. (#545) Work Session <br />He notes that one lot does ’not abut lakeshore, but <br />feels he has right to riparian access based on <br />excessive amount of lakeshore (265* on main lake <br />and 140'+ on lagoon). <br />Planning Commission discussed the question of the <br />lagoon area shoreline and if it could be considered <br />for riparian credit. A brief review was made of <br />previous applications dealing with this issue. <br />1. Hannah variance and conditional use permit <br />application ~ subject lagoon required 75' <br />setback, same as lakeshore. <br />Ministers Life - riparian outlot created on <br />basis of 1,420 feet of total shoreline or <br />236.6' average frontage for each lot.
