11 <br />#. <br />MINUTES OF A PLANNING COMMISSION MEETING HELD ON NOVEMBER 3, 1980 - PAGE 2 <br />Planning Commission noted staff's concern for Lot <br />1,Block 3 and the need to protect the drainfield <br />area at time the road is removed. <br />Frahm moved to recomiaend approval of H.R. Johnston's <br />six lot plat allowing the area variances for Lot 4, <br />Block 1 based on the following findings: <br />H.R. JOHNSTON <br />925 Willow Dr. So. <br />SUBDIVISION <br />(#582) cont. <br />1. <br />2. <br />3. <br />City has agreed to sell 1.2 acre site. <br />On-Site Manager has approved standard trench <br />system for all 5 undeveloped lots and each <br />satisfies area standards for alternate drainfields. <br />Plat represents satisfactory density ratio of six <br />lots to 16 dry buildable acres. Lot 4 consists <br />of 1.6 acres of contiguous dry buildable requiring <br />a variance based on the following hardships: <br />K <br />a) Moving lot lines will severely limit drainfield <br />area for Lot 2, Block 1. <br />b) Present location of road has rendered certain <br />areas of dry buildable land useless. <br />Location of road has saved many mature trees <br />and limited amounts of fill. <br />City's requiring a straight line defining mutual <br />lot line between Gifford and Johnston lot caused <br />existing area deficiency. If line was drawn just <br />to take in drainfield area, lot 4 would have the <br />required area. <br />c) <br />d) <br />Motion seconded by Rovegno. Vote: Ayes (4), Nays (0) <br />Motion passed unanimously. <br />James Henninger and Richard Speeter were present. <br />Mabusth reviewed the comments of the district <br />limnologist. He reports there was no adverse <br />impact on the lake when the culvert was removed <br />but neither will it affect quality of the water <br />within the lagoon. Control of erosion will cut <br />down on the siltation problem in the lagoon and <br />limit frequency of dredging. <br />SPEETER/HENNINGER <br />659 Mtka. Highlands Ln <br />COND.
